ABOUT DHOLERA

Dholera Special Investment Region (DSIR), situated around 100 km from Ahmedabad, is India’s first greenfield industrial smart city a landmark project designed for global-scale manufacturing, sustainable living, and next-generation infrastructure. Developed under the Gujarat Special Investment Region Act, 2009, the region is overseen by the Dholera Special Investment Region Development Authority (DSIRDA) and implemented by Dholera Industrial City Development Limited (DICDL), a joint venture between the Central and State governments.

Planned by the renowned Halcrow Group (UK), Dholera spans 920 sq. km. and is engineered to function as a fully integrated, future-ready urban ecosystem. PROMOTERS & GOVERNANCE STRUCTURE
— DHOLERA SIR

Dholera Special Investment Region (DSIR) is managed under the Gujarat Special Investment Region Act, 2009. To implement the development of DSIR, the central and state governments created a Special Purpose Vehicle (SPV) called Dholera Industrial City Development Ltd (DICDL) on 28 January 2016.

  • Equity Structure: The Government of Gujarat via DSIRDA holds 51% of the shares; the Government of India via the NICDC Trust holds 49%.

  • Purpose & Role: DICDL is entrusted with the planning, development and delivery of DSIR’s trunk infrastructure: including roads, water supply, drainage, power, waste management, information & communications networks, and overall utility frameworks — building the foundation for industrial, commercial, and residential growth.

  • Strategic Significance: This public-sector partnership ensures robust governance, regulatory clarity, and streamlined implementation, making Dholera SIR an attractive and secure destination for investors, industries, and real estate buyers.

DHOLERA SIR CITY DEVELOPMENT PLAN

The Development Plan for Dholera Smart City envisions a next-generation urban and industrial ecosystem that is economically strong, socially inclusive, and environmentally sustainable. Designed under the Gujarat SIR Act, 2009 and guided by international planning standards, the plan focuses on creating a world-class city built on efficient infrastructure, smart technologies, and a high quality of life.
Sustainability remains a core foundation integrating green mobility, advanced waste management, resource-efficient utilities, and a resilient urban form to ensure long-term, future-ready growth.

DEVELOPMENT HIGHLIGHTS

  • Massive 920 sq. km Region :
    Dholera Special Investment Region (DSIR) spans approximately 920 sq. km, covering 22 villages of Dholera Taluka.

  • Planned Through Town Planning Schemes 1–6 :
    Out of the total area, 422 sq. km is covered under Town Planning Schemes (TP1–TP6).
    Phase I development focuses on 153 sq. km, primarily under TP1 and TP2.

  • Construction Already Underway :
    Infrastructure development has been initiated across 2,250 hectares, including both industrial and residentialzones within the Activation Area.

  • Strategic Central Location :
    DSIR is positioned between Gujarat’s major industrial cities—Vadodara, Ahmedabad, Rajkot, and Bhavnagar, offering strong regional accessibility.

  • National & International Connectivity :
    The region is seamlessly linked to Delhi and Mumbai via NH-8 and the Delhi–Mumbai Industrial Corridor (DMIC).
